COLUMBIA COUNTY REQUEST FOR STATEMENT OF QUALIFICATIONS PROFESSIONAL ENGINEERING SERVICES

Columbia County invites Statements of Qualifications (SOQ) from consulting engineering firms to provide the County with an open Consultant Roster for professional architectural, engineering and surveying services including, but not limited to, civil, structural, geotechnical, materials testing, inspection services, project administration, architectural services, and surveying.  The County is published this request in accordance with the requirements of Chapter 39.80 RCW.
Individuals or firms wishing to be considered for projects should submit a SOQ showing their experience in some or all of these services.  Interested firms should submit references and resumes of proposed staff to be assigned to these projects.  Please provide two copies of the SOQ to Columbia County Public Works at PO Box 5 or 415 N. Guernsey Ave, Dayton, WA  99328.
This is an open Consultant Roster and SOQ’s may be submitted at any time and it is recommended that any firm desiring to remain on the roster submit or update its SOQ yearly.
Any SOQ’s received June 1, 2016 or later are considered to be on the current roster and need not be resubmitted.
Columbia County reserves the right to reject any and all submittals and to waive minor irregularities in any submittal.
The County may elect to interview any or all or select one or more firms from the SOQ’s received.  The County reserves the right to advertise and retain other consultants on individual projects independent of the firm selected for this solicitation.
Firms will be evaluated and ranked based on the following criteria:
1)
      Key personnel; 2) Firm experience; 3) Ability to meet schedule; 4) past performance /references; 5) in-house expertise; 6) familiarity with WSDOT/FHWA standards; 7) Ability to provide M/WBE participation.
Double rating will be given to criterial #2. Responses will be accepted throughout the entire year.
Columbia County encourages disadvantaged, minority, and women-owned consultant firms to respond.
